4 月14日,ROC(远程控制中心)和厦门海沧现场团队联合举行了一场应急演练活动。本次活动以海沧现场液氮储罐液氮充装泵P7367泵前波纹管破裂为演练 背景,目的是在保障员工自身安全的前提下,指导现场员工与ROC人员配合,提高员工对应急响应的处理能力和协调配合能力。
演 练当天,ROC(远程控制中心)工程师潘劲华在监控海沧空分装置时,发现液氮储罐充装泵P7367排放池处的温度点显示为负温且降温趋势较快,同时查看液 氮储罐液位也有缓慢下降趋势。他立刻电话通知海沧现场团队,海沧现场团队在接到ROC信息后快速到现场进行检查,看到液氮储罐底部有大量低温气体气化,低 温气化气体扩散速度快且覆盖面积较大。
现场和ROC随即作出应急响应措施。管理人员总领全局,指导现场员工和ROC人员采取正确的应急行动、应急措施并相互协调配合。现场全体员工在引领下进行了紧急疏散,包括来宾、施工人员等外单位人员。
ROC 和海沧现场团队成功克服困难,圆满完成了此次事故演练。本次事故演练提高了全员的应急意识,检验了应急资源的有效性,并且展示了林德气体为东亚区的气体现 场提供的监控安全应急处理,以及对远程处理事故快速反应,体现了林德公司在低温气体行业中的领先标准,加深了客户对林德气体供气保证能力的信任。

ROC and Xiamen Haicang Site Team Jointly Held an Emergency Exercise
On April 14, ROC (remote control center) and Xiamen Haicang site team jointly held an emergency exercise. With breaking of corrugated pipe before liquid nitrogen tank filling pump P7367 in Haicang site as the background, the activity was designed to guide employees on site to cooperate with ROC personnel, and improve employee’s capability of dealing with emergencies and cooperating with each other on the premise that personal safety of employees is assured.
On the day of exercise, when Pan Jinhua, Engineer of ROC (remote control center), was monitoring the Haicang air separation faciltiy, he found that the temperature of the emission pool of liquid nitrogen tank filling pump P7367 was negative and fell fast; meanwhile, the liquid level of the liquid nitrogen tank also fell slowly. He informed the Haicang site team by phone immediately. Haicang site team, after receiving information from ROC, went to the site for checking in a fast manner, and found that plenty of cryogenic gas at the bottom of the liquid nitrogen tank was gasified difusing fast and covering a large area.
The site team and ROC took emergency response measures at once. The managers, with an overall viewpoint, guided staff at the site and ROC staff to take proper emergency actions, emergency measures and cooperate with each other. Everyone (including guests, construction staff and personnel from other unit) at the site was evacuated in emergency under guidance.
The ROC and Haicang site team overcame difficulties and completed the accident exercise successfully. It improved the emergency consciousness of all the staff, checked effectiveness of emergency resources, showed safety monitoring emergency management system provided by Linde for the gas site of East Asia region, demonstrated capability of quick response to remote accident solution, and reflected the leading standard of Linde in the field of cryogenic gas, enhancing customers’ confidence in gas supply capability of Linde Gas.
